I do have some questions about the school, and character creation:

• In addition to the "owned," may I also have a companion, or must I wait until IC to gain use of this feat?
  
• Is there a Poke'verse equivalent to ROTC at the school?
  
• How do the general populous of Iridis feel about Rangers?

The answers to the above, and perhaps any following will help craft the fluff.

You know, thinking of the Poke'verse and some of the ranger's feats and ACs, there really is no real established military organization. Lt. Surge was a brief Officer of either Navy, or Coast Guard (Lieutenant being a rank in those branches), and Team Aqua had a Navy feel to them, but beyond being a minor nuisance in Hoenn, there really isn't much.  And yet Ranger has Authority Figure mentioning Officers, and Commander is a rank in the aforementioned military branches...

Theory:
Lt. Surge is a scorned Pokemon Ranger; headcanon accepted.

For your first question: Everyone starts off with one Pokemon only- you'll have to wait until roleplaying for a companion.
Second, I'm sure there would have been- since you asked, sure there was, haha.
Thirdly, Iridis sees Rangers as people who are peacekeepers generally, there are a few Pokemon Reserves in Iridis and they are all run by Rangers.

Before approving her, I'll need the backstory, description, classes you intend on taking possibly, and wanted Pokemon.

Yeah as long as there isn't a Ranger Academy nearby a Large school in a region would offer courses for Prospective Rangers
